That chapter has now officially closed. Municipal workers have hauled away close to 500 tonnes of accumulated waste in 58 truckloads, clearing the site completely.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A Problem Nearly a Decade in the Making<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The roots of Kullu&#8217;s garbage crisis go back to 2017, when the National Green Tribunal (NGT) ordered the shutdown of the Pirdi waste incineration unit over concerns about its closeness to the river. That decision left the town without a dependable way to process its trash. Matters got worse in July 2024, when the Refuse-Derived Fuel (RDF) facility at Rangri, close to Manali, stopped taking in waste generated outside its own catchment area \u2014 cutting off yet another disposal route and leaving Kullu&#8217;s garbage with nowhere reliable to go.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With no functioning long-term facility, waste simply piled up at collection points like Sarwari, turning what was meant to be a temporary storage spot into a semi-permanent, foul-smelling dump.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Newly Elected Council Delivers on a Key Promise<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The cleanup is being credited to Kullu&#8217;s newly formed Municipal Council, led by council president Asha Thakur. Local MLA Sunder Singh Thakur congratulated Thakur and the council for the achievement, calling it proof that residents had backed the right team at the ballot box. One resident described the smell as having blanketed the neighbourhood for months, saying the clearance finally meant the area could &#8220;breathe again.&#8221; Complaints had piled up alongside the garbage, with residents and civic bodies petitioning the state&#8217;s High Court to force a lasting fix.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The legal pressure worked in tandem with administrative action. On May 8, the NGT stepped in to stop unauthorised dumping and construction debris disposal at the site. Soon after, the Himachal Pradesh High Court directed authorities to keep the existing facility functional on an interim basis while a permanent solution is worked out \u2014 a case that is still active. In July, the NGT went a step further, recommending that the current facility be scientifically upgraded even as officials look for an alternative, better-located site for the town&#8217;s solid waste management needs.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Comes Next: Turning a Dump Into a Park<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">With the site now cleared, the Municipal Council&#8217;s plan is to transform it rather than simply leave it empty. A plantation drive around Nehru Park is in the works, aimed at converting what was once an eyesore into a genuinely green, usable public space. The Municipal Council has also:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Revived 11 water ATMs<\/strong> across the town under the AMRUT scheme, which had been defunct since 2018, at a cost of roughly \u20b950 lakh \u2014 these now dispense water to residents free of cost.<\/li>\n\n\n\n<li><strong>Repaired and repaved the road<\/strong> leading to Bhuntar Bridge at an estimated cost of \u20b925 lakh.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">The Bigger Picture<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Clearing the Sarwari site is a visible, immediate win \u2014 but it doesn&#8217;t solve Kullu&#8217;s underlying waste-management gap. With no fully functional, purpose-built processing facility in place since the Pirdi shutdown, the town remains dependent on stopgap arrangements while a permanent site is identified.
